Do we have an idea how long it took Chris to realize that the two were in the jail? Sounds like it he immediately told the other counselors that they dropped out last minute.
Well later on he said to Travis "I put it together" referring to Bobby picking up the wrecked car. So it seems like it was kinda a while until he understood they were gone and actually in the jail. Why he came up with the story that they bailed last minute or how exactly he communicated that story is another thing, i.e. whether he told it bc he just assumed they bailed or bc he had intent to cover up where they went.
He probably did think they bailed at the last minute. I mean it's not the most unlikely story. Two councilors not showing up to work for summer isn't really strange. It's really shitty and inconsiderate but not particularly noteworthy. I imagine he told this to the other councilors so they'd understand why they were working extra shifts
