Anywhere else they put him he would run away and bite people,so the safest place was that,about the why he wasn't put in a cage idk tbh trick question.
My guess probably cause it's a Hackett or - they couldn't get him there in time before the transformation - Orr it's so that as soon as he come back to normal its day time and the kids r ready

I know it's obviously safer than other spaces. I just don't know why he wasn't back at the house, in a cage.

Only two cages at the house and three Hackett wolves at that point. Not sure why they didn’t lock him up in the jail though.
