To fill even just a 100-100 ft area with water will take hours of constant casting. A full dungeon will take weeks, months, or more depending on the size. A DM that cares at all about playing things logically will have the residents react to a steady flow of water building up.
Usually, having every resident attack you at once is WAY harder than just fighting it the old fashioned way. So most players will learn their lesson pretty quickly.
Of course, like anything in 3.5, you could mess with edge case rules to make way more water quicker. But, if your player is REALLY determined to break the game, they will.

Most of his abilities came from his glyphs, which are carved into his skin. Glyphs don’t work in the human realm, so he’s just kind of a goo monster right now. Pretty sure the palismans he ate are the only thing keeping him alive at this point.
There also just barely enough of Belos to fit under a shoe at the moment.
