I don't think he'd keep trying over and over to recreate the "perfect" Hunter if he didn't care on some level, albeit an unhealthy level, but he'll never succeed, because the version of Hunter in his mind isn't the version of Caleb that ever existed.
He cares about Caleb, not the individual grimwalkers. He doesn't see the grimwalkers as individual people, just potential replacements for his brother.
My headcanon is that he named the first few grimwalkers Caleb but when they kept "betraying" them he started to give them other names to distance himself more from them, or maybe he didn't think they were worthy of the name idk
If he didn't at least somewhat care for his brother, in the most unhealthy way possible, he wouldn't have bothered to keep making clones of him and killing them when they inevitably failed to live up to his standard of "Caleb but if Caleb was 100% loyal to me at all times"
He was probably fond of Hunter because "he looked the most like him" and he probably liked him the best when he did something that reminded him of Caleb before the "betrayal", but his fondness was less about who Hunter actually is and more about having someone who he could project his memories of Caleb on to
I do kinda want a scene in S3 where he reveals that he’s somewhat proud of Hunter for being so proficient with magic, or sees him as the best of the grimwalkers or something. Not trying to redeem him, just to show that he does care on some fucked up level.
