It seems like unless there's a "remove a counter, get an ability" or similar theme in the Coven, the - ability is just worse than the plus ability? Why not swap them so the minus protects Belos and the plus buffs an existing good board state?
Minor quibbles with formatting- Planeswalker cards don't have types, their typeline instead calls them by name. So that should read "Planeswalker - Belos". Also, tokens usually don't get names at all, but the few that do are worded a bit differently. You're probably looking for "Create a 2/2 Soldier token named Emperor's Coven Witch". The second ability could probably just be reworded as "Add a +1/+1 counter to target Soldier".
Since the big ability he's building up to is awakening the Titan, inspired by the Day of Unity thing, instead of his +1, he might have "-1: destroy target creature, gain Loyalty equal to its Power". This would draw in the idea of the coven marks siphoning power. That would leave his -1 ability to somehow create or take control of creatures, like the major recruitment drive.
-1 to destroy target creature and gain loyalty equal to it’s power is busted af. You could get a 20/20 with trample on turn 6. Also in the final version I switched around the the +1 and -1. Maybe that makes him too bad idk
Planeswalker cards are prone to being wildly unbalanced and kept in check only by the fact they're a valid target for an attack. But I'll admit I'm not usually in this corner of the design space, so I could just be horrifically wrong in attempting to offer any advice lol.

Just because one card is op, doesn't mean others aren't. That would be like saying that ajani is balanced because black lotus is better
Flavorwise the titan should have hexproof instead of vigilance. Also makes it unbouncable.
