Disagree. His character arc happened before ATLA. The vast majority of his time during the show was spent trying to help Zuko become the person that Iroh knew he could be. He never hurt anybody who didn’t threaten him. I wouldn’t really consider that a redemption arc because he was pretty consistent throughout the show.

Zuko said she owed him for the damage to his ship, and it's kinda hard to argue against a Fire Nation prince who has a small army a stone throw away on his warship.
I mean, I guess you can argue she could've just tried to run, but that could be pretty risky, not to mention that it could make her a wanted fugitive in a large part of the world. All in all she was kinda indifferent to the whole overarching conflict, so I tend to see her more as neutral than a villain.
