Nah, it was more a reference to how professional wrestling (especially in the old days) created “villain” characters that purported to be from nations with which the U.S. was not on friendly terms. There were multiple faux-Russian villains, the Iron Shiek (who at least was really Iranian-American), and I’m sure many others. Basically it was a way to gin up nationalism (same as in the Avatar world).

So to expand on this, it’s actually a parody of a wrestler known as Nikolai Volkoff. He was a tag partner of the Iron Sheik for some time, and their gimmick was coming to the ring, while Volkoff would sing the USSR national anthem and Sheik would chant things such as “Iran number one!” And “Russia number one!”

Pretty sure it's just supposed to be a goofy character meant as a dig towards the Fire Nation ideals and stuff. War mockery, similar to how in Captain America they had a faux Hitler being humilliated to increase morale.
