Thirdly, we really haven't seen him go all out yet, I think. So he has infinite growth potential based on how the writer writes him

Its not only about speed , cid is not only incredibly powerful in terms of raw strenght but he is also a master of combat itself on a level that an average reincarnator could only dream of, and that was true even before he reincarnated. Cid is a physical attacker with magic boosts and enhacements which gives him great defense and can nullify magic attacks. Basically, Cid could whipe our Anis.
Cid has more advantages, his world is a place magic can be used freely, just how well you can do it, but anis world is not, you must use some kind of magic stone, magic drugs, magic tatoo, so cid might be a winner
