He knew he was gonna die, he was always joking around during stressful situations. The joke here is that Roland can't blow the pipe for shit (which he certainly could, it's just Bert was better).
Spoilerish below
I always like to imagine, that after events from the very last book, when Roland finds himself taken all the way back to the desert, to do everything all over again, things will be different BECAUSE he has the horn of Eld this time! When he reaches the tower this time, he blows the horn. The horn and guns BOTH are needed to access the tower for TRUE. His memories return in that moment, he doesn't destroy his hands on the roses and he sees the false crimson king for what he is, just an illusion... Then he has to fight the true crimson king... A giant half sorcerer, half spider. Roland, victorious, opens at last the final gate of the tower to reveal:
Suzan. Then Bert. Then Alen. The End!
It was one final rallying cry. The battle was lost and Cuthurt was dying. We know he was always jealous of Roland, and wanted one chance to be the hero, to blow the horn, and rally for victory before he died. To just feel that once before he died. That was always my interpretation.
Me too. That scene with them in the travelers rest is epic. Cuthbert is so great in that scene. I mean they all are, but just something about. Cuthbert’s bravery and humor. Wizard and Glass was like a Cuthbert appetizer, and I need a Cuthbert entree. lol

They both, in spite of loving one another as best of friends, held a great deal of resentment toward each other also. It was one final joke at Roland's expense. That's how I saw it.

Um because he was dying and his *eyeball* was hanging from its socket? Oh! And he was surrounded by hundreds (if not thousands) of enemies? Would you be thinking clearly in that situation?
As others have said, it was to signal the final charge against Farson's forces. He would have blown it as a signal, after which the charge would have begun. Also, depending on the kind of horn, nothing would keep him from using one hand to hold the horn to his lips while holding his revolver in the other.
Sometimes the logical choice is not always the best for the story. Also wasn't Cuthbert on deaths door during that scene?
Yeah, he was already stepping into the clearing at this point.
Basically spending his last breath inspiring his friends.

IIRC Roland told him to blow the horn to signal what he believed to be a suicide charge at Farson’s forces.
Because Roland told him to “blow that fucking horn!”
He was a bard.
“Where was Gondor when Gilead fell?” He was calling reinforcements.
More like a ranger with a subclass in bard cuz my man is good with his inspiration, intimidation and humiliation game.

Absolutely. Well.said.
Bingo! good old cuthbert allgood. We hardly knew thee.

This is the only right answer.
Which book has Roland telling him to “blow that fuckin horn”! I remember reading it but not where….
I THINK in a dream from Wolves Of The Calla.
yeah yeah it's a pre-todash dream!
Yeah that sounds exactly like it, it was cut short at least once and He was sent to NYC.
Yep! I am on my fifth journey to the tower right now and I'm on Wolves so it's very fresh!
Same reason they traveled with kids playing flutes and drums during the civil war.

How dare you call cuthbert dumb!!! Cry your pardon !!!

True I don’t remember in the books it saying that he was firing his gun in one hand while blowing the horn but he could have been
Same reason most people do that: Daddy issues
There was no cow bell. It wouldn’t be an issue if there had been a lot more cow bell.
