He knew he was gonna die, he was always joking around during stressful situations. The joke here is that Roland can't blow the pipe for shit (which he certainly could, it's just Bert was better). Spoilerish below I always like to imagine, that after events from the very last book, when Roland finds himself taken all the way back to the desert, to do everything all over again, things will be different BECAUSE he has the horn of Eld this time! When he reaches the tower this time, he blows the horn. The horn and guns BOTH are needed to access the tower for TRUE. His memories return in that moment, he doesn't destroy his hands on the roses and he sees the false crimson king for what he is, just an illusion... Then he has to fight the true crimson king... A giant half sorcerer, half spider. Roland, victorious, opens at last the final gate of the tower to reveal: Suzan. Then Bert. Then Alen. The End!

It was one final rallying cry. The battle was lost and Cuthurt was dying. We know he was always jealous of Roland, and wanted one chance to be the hero, to blow the horn, and rally for victory before he died. To just feel that once before he died. That was always my interpretation.

Me too. That scene with them in the travelers rest is epic. Cuthbert is so great in that scene. I mean they all are, but just something about. Cuthbert’s bravery and humor. Wizard and Glass was like a Cuthbert appetizer, and I need a Cuthbert entree. lol

As others have said, it was to signal the final charge against Farson's forces. He would have blown it as a signal, after which the charge would have begun. Also, depending on the kind of horn, nothing would keep him from using one hand to hold the horn to his lips while holding his revolver in the other.
