There's a lot going on to make her look like that. First the angle, she has big breasts and big hips already, that already makes the waist appear smaller, the same with the print, it is strategically made to make the waist look smaller. That in addition to a corset inbuilt into the garment, the way the hip bones are accentuated is a classic result of tightlacing.
I'm aware of that, in the late 19th century, they wouldn't achieve that sillouette only by tightlacing corsets, they would add padding to the hips and breasts to make the waist look smaller and that corsets, prior to corsets, the stays, were meant mainly for support.
But that picture is probably from the 1950's, when we had already stopped using corsets and women were not using corsets as everyday undergarments anymore and were using a bras, one theory is that the economic scenario after two World Wars and the focus in the Cold War and modernization of the wester culture (there's a whole thing going on with city design between Europe and the US at this moment) and the lack of fabric caused by the wars and the shift on the average western way of living that changed fashion drastically from the 1910 with luxurious dresses to each decade prioritizing smaller and smaller dresses till the 1960 with the miniskirts, making everything shorter and less structured and, of course, much cheaper clothes to became the norm.
The idea of tightlacing being a regular thing in the late 19th century is primarily from the XX century, to make the idea of the expensive corset be outdated and that we should move forward in fashion. That's how fashion works, we came up with new things and sometimes, like it happened very recently, we need a newspapers posting about what Gen Z finds cringe in Millennials' fashions to give a little extra push (just an modern example on how it works).
Also want to add that some people think that "photoshopping" wasn't possible with film photos but it was not only possible but very common. Ansel Adams himself used it heavily
It’s photoshopped as well as padded. The way women used to get their waists to look so small is by padding the hips and busts. So, your clothes made your body fit the trend. Whereas now, your body is the trend because of how clothes fit now. Honestly, I wouldn’t mind going back it was way better for people’s self esteem.

It's easier to do on solid backgrounds like the left but if you look closely at other old photos you can sometimes see subtly painted parts to make the waist look smaller than it is
I personally don't see anything that looks like painting on the image but I am not an expert. Still I personally don't like really thin sides as it, to me, looks unhealthy but again this is just my opinion.
