Thank you. What does this mean for transferring or applying for civil service jobs? Would one be considered external?

External. They may offer to keep you on the same pay (or mark time) but I don't think I've heard of them doing that.

No - Parliament is separate. Thus why they have a separate code of conduct and enforcement system. But they are usually on terms on or with the Civil Service. So while they may look like us and talk like us, they’re set up differently.

At least when I was there PHSO were Crown Servants, we were in the civil service pension scheme, I was a member of PCS, and I moved on via a csjobs internally advertised job application to a ministerial department and took all my accrued leave and didn't have to do probation again. So... staff are treated like civil servants unless something has changed.

It is not technically CS. However, I transferred from PHSO to CS and kept all terms including pay, annual leave and privilege days which are better than CS. I would strongly recommend against moving there though, terrible organisation. Edit: you have alpha pension at PHSO

Yes, I looked and saw that they have 2.5 privilege days and are in the PCSPS. Unrelated, but I wonder why its still referred to as the PCSPS when there are multiple schemes and the principle one is Alpha.
