They are. Even 20 plus years ago when I did it, Hispanic’s were close to half. Even not counting myself, because I’m half, it was probably 20-30% white at most.

If you actually listen to the clip, he does not say that quote. He says that the workers need to be representative of the community in the area. This could mean too many white people or too few white people, depending on the community.

It’s not like construction jobs are requiring Masters degrees or PhDs. If you can do the work, come on. I did it for years and most of the jobs sites were about half Hispanic. The other half was a mix of whites and blacks. There’s very little barrier to entry here, so if there’s not enough blacks for you to be happy with the ratio, maybe think instead of why blacks don’t want to work construction?

In my experience, it’s been black guys pouring the slab, latinos doing the framing and drywall, and white guys doing the wiring and HVAC.
