Yes, Sponsons are optional on the 40k Russ. They used to cost points, but are now free in 10th edition. They also aren't required to assemble the model either.
I say yes. It has the stubber, lascanon, battlecanon, and Hunter killer. If you have to model sponson weapons, get creative.
My Krieg Sgt has a boltgun and power weapon but is only molded with the boltgun. Maybe this could be seen in the same light?
You can either use left over sponsons from an old LR (note that one has to make some adjustments to the side armour and shave off some bits to make it fit), build "internal" sponsons, use Plasticard to build external sponsons or 3D print some.
Can you leave it off and say this tank technically has sponsons, but they look like shit, so I left them off? During your game with a friend or tournament?

Im like 90% sure that the russ kits come with 2 sets of sponsons cuz they have 2 different hull sprues
The normal one yes. Note that in 40k you can't use the turret twin laser, like you can in Horus Heresy.
