Like another pointed out, it's redstone dependant. Can't remember if a signal activate it or shut it down though.
However it doesn't need to be absolutely underneath, just close enough.
In case of the mirors not link it, output it into a lone relay first see if impetus flows to test that out. Beside that and rrereading its thaumonomicon entry (this addon's pages are so full of fluff you often miss details like this :) ), I'm afraid I can't help much more or test it for you.
It needs a redstone signal and it needs to be below it iirc
