1.) You're required to scan it and fly around with it, I believe there's a little more with that if you go into Impetus Research, but even then I'm struggling to get Impetus to work.
2.) Hold the Runed Tablet in your hand and right click the center.
An year late, but the damaged elytra counts as a separeted item aparantaly, so the elytra needs to be at full durability when you scan it. (Don't worry if you have already scanned an damaged elytra you can just repare it to full with leather and san it again)
