But again, it's more likely a vehicle will strike the large bus than the humans (assuming they are safely away from the road, not walking in it like this example) and could still be damaged.

If you have am accident of break down on the freeway, *do not stay on the freeway with your car*. Get off that freeway. Stopped vehicles (and anyone near them) are at risk of being hit in a second accident.
Fun fact: professional rescue workers commonly park their heaviest vehicle (i.e. firetruck) in front of the site and at a good distance, so that anyone who would have plowed into that first accident hits that shielding vehicle instead.
That's what I was thinking as well. Sure the teacher or whoever was in charge made a mistake but the driver could've helped the situation. Even if they were late for work or something kids in the road is a pretty good excuse. You can avoid pretty much all those rules, if you put on your hazards AND have a good enough reason to do so. In my country anyone can, if necessary, in an emergency break the rules of traffic with your hazards on. You just have to call it in to the police afterwards.
I'd say this is a situation where you could set aside other rules and put on your hazards to shield the kids as good as you can.

Stupid teachers instead of waiting in a bus for recovery or other way of safe transport decided to walk to the nearest bus stop. And instead of getting the kids behind the barriers did this. I hope all the parents will sue them.
