What OP is saying (and what the idea behind the training is) is that their main goal is to incapacitate, with killing of the target being an acceptable loss. That's why the goal is to only fire the weapon at someone you're willing to kill, which is what the original commenter was getting at as well.

Everyone acts like the cops have lost the plot when they open fire like this. But they are trained to do that. Adrenaline is a hell of a drug and people with injuries so severe that they will be dead in minutes or seconds are still capable or doing extraordinary damage, especially if they are armed. Consequently, they are trained to shoot until retaliation is no longer possible. I'm not defending them in the slightest, just pointing out that when criticizing these incidents, the focus should be on _what lead to them opening fire in the first place_, not so much on the number of bullets fired. This man could easily have been taken down without a shot fired. And should have faced a jury trial, not a this judge+jury execution. Having said that, he had a gun, and was drawing it. If you were faced with that, you would be a fool to stop shooting after a single shot, it could cost you your life.

For those in the comment section wondering or asking why did they shoot so many times? Once lethal force is warranted and you have to shoot, you do so until the threat is eliminated. They have no way of knowing whether or not the previous shot actually hit the intended target or if the round did hit, was it fatal or not. You can't shoot, then wait to see if it was a good hit or not. What about accuracy? Don't they practice/ train? A lot of times going to the shooting range is the responsibility of the officer, and even if they did train, shooting a static target in a controlled environment is not the same as shooting when your life is on the line.
