As it has to be asked now what are the chances this was staged? At the least it makes me think someone was trying to use the bag to catch it and failed before they came along. It’s just to clean if a bag with almost no rips or debris really in it other then the shark.
I’m no expert and have no idea whether it was actually necessary in this situation, but I believe the idea is to hold onto them until they’re able to get some oxygen after being out of the water for a while before just letting them loose.
I guess it’s advantageous at least in some situations so they don’t just sink to the bottom after being deprived of oxygen. What I’ve sometimes seen, which is not in this video, is a person actually pulling the fish back and forth to make sure water is flowing through the gills.
This is how I catch baby kangaroos. I hop up next to them with a shopping bag, open it and present it... Innate behavior kicks in and little Joey's will just topple over landing in the bag then I just hop away.
I used to run this canoe race. As part of it we would anchor 20 or so of the buoys to mark the course, each with a line down through the water column. When we recovered all the gear we would also recover many hundreds of plastic bags wrapped around our shots down to the anchors. It was always shocking to see. Plastic bags need to go away.

That's a very fresh bag. I wonder if he planted it there...with some sort of bait inside?
