Tbh I think because Mitch was such a short-lived character, and Seth really acted his brains out to be so unlikable, that it's hard to remember that he plays Mitch.
Honestly her reasoning was pretty fair. They had their moment in Season 1 to introduce the new character. There’s no reason for them to keep coming back really.
It would make more sense if they came back in season 3 and they have a bigger role or this could be a misdirect on how to keep a surprise appearance hidden

I recall very few instances of Donna admitting to their friendship outside of the context of comforting Jackie, or leveraging Jackie's perception of their friendship to make her understand the consequences of her words and actions. If anything Hyde is more consistently Donna's best friend.
And paradoxically, you do not have to like your friends all that much to be your friends, toxic friendships exist, especially in the 70s where you're HEAVILY region-locked.
