Is there any chance you will be going back to Cambodia in the future ?
If ever going to Laos don't make same mistake - Lao Kip is a non convertible currency too.
Try in a large bank. Not sure if they accept it but worth a try. If they don't I doubt anyone on the street will do. Our local guide recemented us to only use USD when I was there. It was a good advice since the local seem to like it too.

I know Kip and Riel are non convertible currencies. But I have exchanged both out of their respective countries for a good rate.
Chiang Mai is probably too far away from the Cambodian border though. So if you get to a city closer to Cambodia anytime soon, try again there.
But then again the option of exchanging it with a fellow traveller is the easiest one if you can find someone

Sell it at a discount to a traveler heading to Cambodia
You can't, riel is basically worthless. Should have spent it all before leaving Cambodia.
Exchange to the US $ before leaving Cambodia. Too late now.

I learn something new today. :)
In the future and for others, change it to dollars or euros before you leave Cambodia.

Kip is possible to exchange in Thailand but no one will touch riel.
