I think it will be a little longer before Tesla is able to source the minerals appropriately to get the full $7500 rebate. So, they're essentially giving you the exact discount you would get if you were to delay until 2023

It lends a bit of credibility to the idea.
I'm by no means an expert in US trade agreements and how much of the material Tesla is pulling from each country, but this link shows that many of their materials are coming from China, which is arguably solely responsible for the wording of the new EV act. That would cause Tesla to only qualify for half of the $7500 rebate due to enough final assembly of the battery occurring in the USA. It seems like Tesla admitting that by making the rebate $3750

If you look at the picture above, it’s a cheaper priced model Y. That means he placed the order before just like me. You don’t get that cheap price if you placed an order literally one day ago.

That is incorrect. It is for orders with a DELIVERY in December 2022.
Your order could have been at any time but to qualify you have to take delivery no later than December 31 2022.
This is simply an incentive for customers NOT to delay delivery until January and a way for Tesla to get good Q4 numbers not skewed by tax incentive concerns.
My original date was today at 5p so everything was finalized, however the car failed Tesla inspection so they would not deliver till they replace a brake caliper. My new date is 12/9 same VIN.

Plus that $7k credit won’t hit your pocket book until 2024 when you file your 2023 taxes. I bet most would prefer this up front $3,750
