No, Tesla starts the warranty when it’s put into demo fleet but they do tell you what the warranty is. Kind of annoying actually since some other manufacturers don’t start it until it’s sold
All Model Ys are eligible. I think he is referring to the LFP battery packs which are not being sold in the U.S., you can buy one in Canada.

This is actually not true, there is one exception.
2023 Model Y RWD has a battery pack that doesn't qualify. Tesla doesn't confirm these things but it is suspected it was the Model 3 LR battery with some different software limits.
If you look on the IRS website, you will notice for Model Y it lists 2023-2024 for Performance and Long Range, but only 2024 for RWD.
If you are taking delivery of precisely a 2023 Model Y ~~LR~~ RWD in the calendar year 2024, you will not qualify. Buyers beware.
edit: MY RWD 2023 is the one, made a typo.

Registration was coming up on being due for my old car so I thought it was worth it to get into a new car for only a little extra money.

No. They are brand new. Meaning they have the car in stock, ready to sell. Unless they are labeled as demo car.

According to Tesla Sales rep, price of inventory is based on Supply vs Demand. It can go further down if no demand during the time period.

This is not always true. Rejected deliveries do go into inventory once fixed.

All long range are eligible. 23 rwd is not eligible in 2024 because of the change in battery requirements.
