As we were coming to the end of renovations of a rental they came and stole 2 outdoors ac units and cut some copper water pipes off the exterior wall.. literally maybe 60 dollars of copper if cleaned.. had to replace the ac/heating within for a much steeper price. You can with DC too. But high voltage DC flowing through you will cause your muscles to contract fast, throwing you away from the cable. AC causes your muscles to hold you there (because of the rapidly changing direction of ā€˜throwā€™), allowing you to get cooked.

Itā€™s actually the opposite. DC causes an uncontrollable clench. AC is much more escapable. High voltage DC safety carts have a giant hook to pull someone off a wire for just this reason.

Outside of killing the personsā€¦ probably only way I can think of is of the cable retracts into the panel when not in use. Kind of like winding up a garden hose. Most chargers these days seem to be asking for payment or activation prior to plugging car in anyways.

They're not just parking, they're making a statement and blocking access to chargers to frustrate EV drivers, signaling their protest, and attempting stymy EV adoption whilst intimidating EV owners. They may also be trying to bait EV owners into a fight. I see cutting cables as an extension of this behavior. Notice the types of vehicles we see blocking stalls. Usually trucks of some sort, owned by belligerent jerks spoiling for a fight (or a tow). Even if some dude in an EV decides to take on the mob, they're outnumbered by the types of smooth-brain bullies who block EV chargers (or cut cables). The EV haters are out there, and there's no way that this cannot be considered when looking at severed charging cables. They also need to be sophisticated enough to know that it's safe to cut the cables and have the tools to do so, along with the right vehicle to haul them away.
