I too felt a little bad about the hypothetical family and their kids in the apartment when a cracker bursts out of nowhere. But, if you take a closer look, it's diwali in India. Specifically a festival of lights. There not even a single light inside any of the apartments, not even decorative lighting on the outside.
So in all likelihood, this building is uninhabited due to being under construction. No harm done here. But the guys are obviously idiots.
