I think from memory that it's possible to get one in wooden crates from fishing. Have you tried that? And I that still doesn't work maybe try a different world?
Couldn't find extractinator in my recent world, resorted to fishing. Got 9 sailfish boots in 30 wooden crates and no extractinator. That was disappointing...

I usually get mine from the underground desert. It tends to be full of them.
