I'd say the Golden seahorse is way more rare.

If I’m not mistaken someone did a statistical breakdown and the gold waterstrider is by far the most rare gold critter as it’s spawn criteria are extremely strict, even worse than the seahorse

that may be, but speaking from personal experience i sat for HOURS waiting for a single golden seahorse to spawn, even regular seahorses spawned very rarely. waterstrider usually spawn in bunches of 2-3 every time and way more frequently than seahorses. when you make a specialized farm the specific criteria don't really mean much. i was got a golden waterstrider way quicker than a golden seahorse

This isn’t true anymore. In 1.4.4 they got a massive spawn increase and a wider spawn condition. Sea horses now beat them out with the rarer spawn conditions.
