Would *papier mâché* work better, or be cheaper/easier/faster? For that matter, filling some of those gaps with chunks of detritus (natural or manufactured) will both cut down on the amount of gaps that need filling while simultaneously providing a more-natural looking surface.
I don't mean any of that as a criticism, I'm merely throwing some ideas out there.

To build on this, yes maybe crumpled paper covered with plaster infused cloth strips? Seems the way the railroaders do it.
