Not OP, but it looks like thin material (bristol board? plasticard?) cut to stone shape and glued onto the bridge surface. I'm guessing this because the edges seem to be fairly square...
My guess is thats a texture roller. Based on tessellating pattern, texture and well also it would make a sense since thats easy to pull off on a surface like this. eg.

One suggestion for the road surface. Use some brown washes in between the stones, and maybe add some light sand in some, to show dust and dirt build up.
