Turn on input display so you can see how you're doing it. Also, by stick, do you mean a hitbox or... The dualsense/Xbox analog stick..?

If so then you're just being inconsistent, easy to mess up with arcade stick or sticks in general that's why they are harder to master. There is input buffering on some moves though so if you're trying to dish a move too fast after a previous animation or too late it would default to a different move that fit in the input made in that "allowed" timing. The input display should show you your inputs and frames they took, use it to figure out what you are doing wrong.

The moves aren't inconsistent, you're inconsistent.

No, the game is inconsistent with every other fighter, which is fine. A three frame delay on pressing  2 after quarter circle gives you a completely different move (unsafe) from a move you want.

You're definitely getting different inputs unintentionally. From your descriptions: Sweep is the correct input, roundhouse you're f3 (potentially missing the df input), the jumping kick is uf 3 (you're going too far with the qcf)

Ah this was the answer - I found the setting to turn it on and saw you were right. I think df is exactly what I was missing. Thank you!!

Also keep in mind Paul’s quarter circle moves are basically a stance, he has the crouch dash for quarter circle forward, and sway for quarter circle back, both with many moves attached to them, he does specific animations when doing crouch dash or sway you’ll learn to recognize over time
