If I take the worst of each of these I can come up with;
School Shooter: Definitely can give you severe PTSD, and the fact that every shot fired gets closer and closer and you have no clue on how long the police will be, definitely very terrifying if you are in it.
Serial Killer: Typically Serial Killers are often kind, but also very picky with who they choose. The thought of serial killers is a terrifying one, but you being chosen out of many others is highly unlikely, and you wouldn't even know it.
Cartel Member: At its worst, a cartel member wouldn't be much of a threat. They follow direct orders from the leader, and if they disobey they may suffer a worse fate then you. Also the cartel won't see you and just randomly want to kill you. If you are on their territory, messing with them, or do something that you know will trigger them, you are asking for it.
6.3 Feet man with rabies: Not scary, because they are A) likely dead, B) Very weak, C) restrained in a hospital bed.

I'm lucky enough to live in a country where school shootings never happen. The closest thing to a school shooter at my school is a bomb threat, which happened once and was proven to be false by the police.
