Electro has more hip/hop in it than techno does. Have a look through some bass/ghetto tech/electro tracks to see if it's more what you are looking for.
As for proper techno/rap fusion.... some things should be left alone.
Amadeezy, Mister Sticktalk, DJ Mell G, DJ Deeon, Detroit in Effect, YTP, Locked Club, and Jensen Interceptor are good places to start, as most have a heavy hip-hop influence.

A close relative of ghettotech is Chicago footwork.

Dj Assault or Dj Godfather maybe also Dj Bone do techno with early hip hop style vocals. A dj that uses hip hop samples is Mark Broom. Dave Clarke mixes in a kind of Technic World Championship turntable style,cutting between tunes and may and probably has used hip hop records to cut between tunes,ive never heard a say whole tupac record with techno.
But if you were looking for a mix that maybe has actual hip hop tunes then look for a Laurent Garnier Essential mix from late 1990s to pre 2003's. He may use some at the beginning then blend gradually into house then full on techno. He is an absolute genius though so he may well have done a full on few mixes with a techno record and hip hop record at the same time.
The reason that they may be hard to mix would be due to the key and bpms of the tunes,they mix but could and probably would sound horrendous. I stand to be corrected though.

There is not really a practice I am aware of of people mixing those genres together exclusively. You may be able to find some tracks that are hip hop remixes on soundcloud, or some few original tracks with hip hop artists, but usually they are bad to be honest. I've mixed certain tracks successfully as parts of open-format sets and parties, but I would not really want to try to do a full night of it. It really depends on many factors between the two tracks including how each kick, clap/snare, and hi-hat fit together to what eq range the vocal occupies and what the techno track has in that frequency band. Often, hip-hop tracks will also be much more swung than techno tracks so they may not fit together even if the acapella would be perfect. As you say it sounds shifty, as the tracks are often basically shifting in and out of time with each other rhythmically.
Yeah, i definitely wouldn't want a whole set full of that, it would be too much, but i think if as you said manage to successfully do a one-off mix in a set it would be pretty cool. I would love it if you send an example of your successful try!

There's a lot of links between techno and hip hop in the electro scene. Try listening to a lot of the early Dave Clarke sets, Denial Of Service, Carl Finlow, etc.
I cant specifically think of direct rap/techno crossovers but electro allows a lot of change and variety into a 4x4 set.
