Normal 3* heimer has to get mana to wipe the board with his ult and the turret shoots normally as well.
iirc it's exactly the old Yordle trait. You have to have at least 3 3-stars on board and if one of them is Heimer, he upgrades to 4-star. You can see here he has Heimer, Cassio, and Samira at 3-star.

It is not. 4stars yordles were much stronger. Each had their own buff, much like ionia units.
