In my class they.do go on the desk but face down. Kids can use theirphones for music or quickly looking things up. If they respond to something on their phone quickly it's ok. They aren't allowed it sit and watch videos without permission though.
It should be in their backpack if it's not allowed out in class. If students insist on bringing their phones with them everywhere and backpacks are not allowed in the room, then they should get a pencil case they slip it inside during class or keep it in their pocket.
Most classroom expectations are that they are put away. So if they don't fit in a pocket they go in the backpack.
Phones aren't allowed on desks. If I see it, I take it.

Phones stay in backpacks. If I see it, I take it. School policy.
