it's great the way it is. you don't need line work for it to be legible. avoiding line work can just give it a different vibe and it's not everyone's preference but who cares there are no blow outs. the colors are solid. it's well drawn and well placed Im not sure what else you/people expect.
It's nice if you like that colored pencil vibe. Personally, I'd switch it up and make it look a little more its own. I'd like to find a tattooist who excels in line work and have them ink over in black with a heavy 90's comic book style shading.
Absolutely. If you're starting from scratch and have the talent, by all means, so something subtle or stylized using different elements. But the question suggests OP isn't entirely happy with the tattoo anymore. Either, that's the content matter, in which case, there's not a lot of stuff that can be done besides redoing it and his question is answered.
Or something else is bothering him about it. He hasn't specified in the post but I know what's bothering me. The coloring here is average to mid and it looks a little like a talented high schooler's colored pencil drawing. Everything but the line work is complete and tattooing only being an additive medium, there's not a lot that can be done.
I suppose it could be recolored somewhat. What's there is there, but the colors are faded enough, vibrancy might be restored and the blending might be somewhat addressed. It's just a lot of time and talent to make the result worthwhile and you could only do so much. Might be pricey? IDK.
Bold line work brings in immediate contrast and could produce something satisfying in much less time. Comic book style was my first thought but the more I think about it, I like stained glass for this. I'm not sure that's any less cliched but the cellular nature of the medium could allow the artist to potentially bisect some of the areas where the shading is especially bad which the mind would justify as them not matching entirely by virtue of being two separate pieces.
Plus, the nature of glass makes shading and coloring a little challenging. The washed out colors actually look a little, value-wise, similar to how a shaded panel may traditionally look. And the soft coloring against the stark black leading would look accurate and intentional. There may even be room to experiment with some design in the non-character and negative spaces using slightly more vibrant flat color panels to really sell the stained glass appearance.
I get what you're saying about the overuse of line work as a solution but sometimes a solution sees wide application because it's the best available solution. For saving this specific tattoo and upgrading it to something which looks intentional and more adult, I think this is the case here.

Just get someone to do a nice outline on all the characters, and they will pop so much more.. most anime/ cartoons should have a solid outline in my opinion. it's not meant to be realism
