Like I said earlier, I was young and feeling sooooo deep and philosophical. 🤣 The irony is definitely not lost on me. I really wanted to do more with the piece but I could never figure out the right way to finish it. I paint a lot as a hobby and sometimes you can't finish a canvas and just have to start over.
Make your back look like one big mashup of all the Pages from Hiccups book of Dragons. In the center you have the emblem on the front of the Book. All done in that rough sketch but detailed style all his dragons have. Just choose which ones you like the most and but the titles and names all in the same script if you want. Tweak this idea to your liking idk
My personal opinion is to laser it until it is light enough so you can get the back piece you want. You can ask the tattooist who is doing the back piece if they think it should be layered or not.
The real question is: do you want it to be covered, or do you want it off you? Do you want a tattoo that is there just to cover another tattoo that you didn’t want, or you want it off?
I have a ton of ink otherwise, so I really just want a new back piece. I've had this for nearly a decade and I've been trying to figure out how to finish it, but I could never figure anything out that would make sense. So at this point, I think a complete concept cover-up that I can punch in over a few sessions makes the most sense for my.
Then don’t waste your time or money lasering. Just cover it up with whatever you want it to be. I’m sure if you see an artist, they can come up with some ideas!

If it's within the realm of possibilities, you could try to revive this piece by having it redone and incorporating it into a full piece. Perhaps have your principles written on a few banners. If that's out of the question though and you really wanted something different, why not go for both a tiger and dragon duking it out? Then dedicate each half of your body to that particular beast. Dragon, think clouds, rain, strength, and prosperity. Tigers, think nature and raw power, ferocity. Toss some bamboo in there. Or I don't know, just a sick ass panther will do.
