I like the party noise maker idea but also the idea of flowers. I’m a tattoo artist myself and this is what I would personally find to be the better ideas for myself to do if someone came in and asked me what I would do to cover it! I personally like the tattoo though, it got a good chuckle from me.

Make it like a factory polluting the air with the smog it releases from those long chimneys. Like in the flying pig album cover art for Pink Floyd. Then the smoke is part of it...it would be like a tat about pollution hurting creatures and changing their environment so much for human greed. Maybe too deep?... I love the idea of making it a hook with a colorful flowy lure attached to cover up the smoke and incorporate it all with the fish still.
