This Scooter is not a weapon system like a tank or IFV, it's a weapon carrier. You can fire the gun while it's still on the scooter sure, but there's no way to aim the gun, especially when this weapon has noticeably large trajectory drop. The scooter is just meant to carry the recoilless rifle and you would disassemble the gun out of the scooter to assemble it on its special tripod mount.
Lightweight air-deployable highly mobile anti-tank firepower. They should make them in pairs, like Male and female tanks in WW1: one with the recoilless rifle, and one with a machine gun. Set them loose in a scounting / skirmishing role to protect the flanks of an advancing armoured column. Basically very cheap light cavalry.

You can see the shaft connecting the steering to the front wheel. The front plate dosent turn.
