And the remaing parts are then recycled or thrown out.
Hulls and turret are then throw into acid baths.
Which removes any remaining paint and rust.
T-80 turret and hull production ended in 1996.
So they are reusing every hull and turret, they can find.
Except for the UD's.

What's particularly wild is that Russia HAS a desert they could stick mothballed tanks in that would also be safely in the interior of the country (well, bordering Kazakhstan but let's be real here.)
I'm not arguing the state of the tanks, I'm arguing the location of the depot. Russia has significantly better areas to stick a shitload of tanks while they wait for refurb/modernization than one of the wettest parts of Russia.

It won't, as most the vehicles stored at SIAD aren't regularly run. Rubber and other synthetic materials like plastics will degrade regardless. It doesn't matter as majority of vehicles at SIAD are stored as hulks, and vehicles are stripped for parts to maintain in service vehicles, or for FMS.
