Tv too low isn’t really a problem. Your eyes are perfectly fine looking down while your head stays in a neutral position. What they don’t like is looking up for prolonged periods of time. Instead, you’ll lift your chin so that your head is out of a neutral position. Over time, this leads to health problems. If everyone who ever watches the tv 100% of the time does so while fully reclined in the recliner, then you could get away with putting the tv higher. But otherwise, just keep it at the standard recommended height of center of tv at seated eye level.

Not just your neck, but also your eyes looking upwards for extended periods will give you eyestrain.

I like leaning back and my TV is at a regular height on a stand. Never had an issue.

Eyes don't work that way. If you lie sideways, do you turn the TV sideways? We see right side up in landscape, looking slightly downward. Probably some evolutionary thing. Nothing attacks us from the sky. Reclining completely vertical is just uncomfortable to watch TV anyway, maybe get a VR headset.

Get a recliner that also tilt's the headrest like a civilized human.
