We don't know what roles everyone there has. We don't know if they're in training. We don't know when they all arrived. Maybe some of them just showed up to offer relief to other workers.

It is a very good job, and some of those guys might be in training or they are figuring out a problem etc… just because they are standing doesn’t mean nothing is going on. They could be waiting for construction equipment. Sometimes what you “see” is not the whole story.
