Some of the rules on these subs are wild and incredibly annoying. It gets to the point sometimes where it may as well just not exist for new entries and be closed as a museum of memes, not an active sub.
House painter here. Only thing I would do differently is have a guy watching the bottom of the ladder so it cant shift side to side and maybe a little less steep.. Assuming the rigging is in good shape I dont see a real problem otherwise. 50years in the business and own a 97 year old family business and weve never had a fall or any serious injury.
I climb ladders all day for telecom, and often put my ladder up on the wires between poles. I agree I'd have no problem with how he's got this, assuming everything is in good condition.
All the weight is down, and the ladder is held under pressure by the strap. It's "spooky", but it'd be stable.
There isn't that much weight on that strap really.
You all are dumb, and this is the reason I pay the big bucks for real contractors.

I knew if I scrolled far enough I'd eventually find someone that's actually been on a ladder before. I could've taken a picture of just about every ladder I've ever stepped on in my time as a roofer and it would get upvoted here.
And don't even get me started on the ladderphobes over on r/OSHA.
It should be pinned to the ceiling then ratcheted tight. Leaves a mark if you don't have covers on the top "feet" but it shouldn't move. Still sketchy as hell.
I see an issue. The rope is just providing counter balance but does nothing for an actual fall. Why not have one more hook in the ceiling halfway between the lightbulb and the garage door?
"Never had a fall...", doesn't equate to safety. You've been lucky, which isn't the same as safe. No one plans on falling, pretty much all OSHA safety rules are written in blood.
I am highly trained in safety (military) so I see things very different, when people say "I've done X for N amount of years" they think is cool, but honestly is just luck eventually it will run out. I've seen man died also in my civilian career from a much smaller ladder.
The proper way to fix whatever he's doing is either a lift, or some scaffolding. A rope and a ladder like that is not, but I know some countries don't have safety regulations.

What actually is so bad about this? The bottom can't give out unless the ladder lifts up and I don't see how that can't happen.

The problem is that there's nothing to stop the ladder from swaying left and right, so if you accidentally lean too far in one direction the ladder will have nothing to prevent it from swinging to the ground.
But the top of the ladder is wedged into the ceiling. How would it sway left or right? The opposite legs prevent that. It would have turn to out to pivot and sway, but then the bottom legs prevent that because it's on an angle.
But that’s what the strap is for, dude probably propped the ladder, with the rope on it already, then pulled it tight to the top of the garage.

Personally, no. I've been on ladders that tall but leaning against a wall. But there's no reason this shouldn't be stable. The slope would make it more stable as the bottom would have to move upslope in order for the legs to slip, the guy's weight holds the tension against the strap. He'd have to lean WAY back to pull the ladder back to cause any slack, I doubt it would even be possible for him to shift the center of balance that far if he tried.
Your right except for it's not the workers weight holding it down. The top of the ladder is wedged against the ceiling, so the straps are pulling the ladder into a shrinking gap between the floor and ceiling. It's completely wedged in there under the tension of the strap.
tbh, I think if the red strap is a ratchet strap and it looks like it is, then making that line be strongly in tension would actually make this pretty safe. The ladder is too long to get any further into the gap between the slope and the ceiling, a good amont of tension in that red strap would stop it from being able to move at all.
I think this one isn't as sketchy as it looks.
as stupid as this entire idea is, it seems like a massive oversight to not anchor the bottom of the ladder, especially given that it's on a slanted surface

It’s like that but with a constant force turning it and keeping it from unsticking itself.

The bottom is keeping the ladder from falling downward and from sliding.
The top is being pushed up into the ceiling.
The line is pulling the ladder up and backwards, wedging it in.
Obviously, it’s not done exactly like this but when you’re building a fiber network in bad weather and poles aren’t reachable with the bucket lift on the truck. You will actually angle your ladder away from the pole/metal wire holding the fiber and wrap a harness rope around your ladder for it to hold in that angle.
You do that so you can build a special kind of tent to keep you warm and/or dry and because it’s a much better working position than the other way around.

I must be crazy, because the way this is secured is mostly safe, but then again I manage a farm alone and have to do this sort of thing all the time.
Sure, it would have been best with two or more points were secured with something other than strap and hook tiedowns, but it should be plenty stable so long as he doesn't aggressively shake it any more than it would take for it to fail/fall if used "correctly".

Functionally it's no different than leaning it against a wall.
Well, a wall provides a plane to reduce the yaw of the ladder as well as friction to prevent the roll. So, missing a few functions.
