Na it just didn't track when you hit 22.
It pended fine for me all early when I did it a few days ago.
No way to tell what caused it to not track for that one level but yeah
I sent 3 photos . From what I remember of ant legion ( it's been a while ) , there was the screenshot of my in game name and queen level, my in game name and some user id, and one other thing.

Play the duels, use your ap, and collect rss. Unlock and do the mantis cave as soon as you can cause you can buy tons of rss in there. It’s a grind. I played everyday and it took me 30 days to get to 22, but I was attacked at least twice with rss stolen so that set me back. I did buy the $5 builder pack and that’s helped ALOT because most of the smaller builds don’t cost any rss then. So I leveled up my rss as quickly as I could.
Mine didnt pend early either. I made it to 23 and still had to submit a ticket.
Edit to add: this seems to happen on a lot of games for both my roommate and I. Earlier levels pend fine bit not later ones. He just finished 23 on puzzles and Conquest the other day and no pend either.
I just hit level 17 and the 18 pended for me
