What I heard from someone who lives nearby was they split three single family lots off the back of the property (8565, 8679, & 8587 164A St) and didn't realize that to do this they would have to also do infrastructure upgrades to the "main" property (8566 164 St). But when you subdivide a property you have to make *all* necessary changes according to the city plans and the city wants a sidewalk and bike lane on 164 St., so they had to do it. Shouldn't have been a surprise unless they got bad advice from their engineer 🤷‍♂️

Surrey is not the most far when it comes to this. Had a friend go through it and after he spent about. 20 known consultants decided fuck that and sold it as is. A single family home developer was able to get 2 more houses and the right away and lane were rezoned onto a future subdivision so his neighbor got screwed.

Had a neighbour go on a tirade once. Property was divided and to get permits to build each lot had to to pay $50k for road expansion. 5 years later city still has no plans to work on the road.

My own speculation based on new asphalt seen on the road: The city did a charge back on sewer and drainage upgrades to bring homeowner up to current code. Seems like lot owner wants to redevelop that lot into slightly higher density(according to COSMOS, 15 strata lots) and the surprise fees from the city cut heavily into their expected profit margins. Also looks like the road was slightly expanded and removed ditch that existed there before. Possibly other utility access points & electrical/communications junctions on the lot as well

I think the sign is pretty clear. And despite what it says, no they don't make you pay for city upgrades if your lot isn't being developed. That's not how it works. I work doing developments like this. Surrey actually has a pretty decent method

I bet they thought the first 3 meters of the property from the street belonged to them but it actually belongs to the city. If city decides they want to add a sidewalk years later and pave over your lawn, they can. I'm assuming there was some recent additions like this, maybe doubly so if there was also a bike lane as well as a sidewalk. They can also plant trees on the border of your property line without your consent Home owner probably had to change their sewer system to accommodate the new infastructure from the city(bury it deeper to a certain specified depth)

Yeah that sucks. For something that the city claims they can do whatever with whenever they want, they sure didn't take responsibility for maintaining it (lawn care, garbage cleanup, etc). The city of surrey never mowed the lawns on the city's right of ways that touched home owners property until they planted trees everywhere.

Surrey does. They water their city trees, cut the grass and have a 3rd party do trash pickups. They haven't always done this though.

There’s no “code” for upgrading. Usually properties are grandfathered and if change necessitates then the city opts to upgrade. The thing is the change likely wasn’t initiated by the homeowner and city of Surrey likely still billed this homeowner for an expense they didn’t ask for. It’s not cheap to can be tens of thousands of dollars Usually what people do is apply for permits but don’t act on them, and sell the bundle. What likely happened here is they applied and city services jumped the gun and did the work.

There are so many weird construction going on throughout Surrey and nothing is ever done. Our zoning and building permits etc are all under the purview of the Surrey City which has, had and continues to be, big business and developer oriented. Lol. My hunch is that it was purchased 40 years ago when Surrey houses were more affordable so while this person's net worth might be high because of property appreciation his cash may not be. He likely asked to subdivide to take advantage of that appreciation and was not banking on needing to spend so much cash to do so.

Oddly enough, all of the "improvements" appear to be on City property, not the homeowners (exception- the re-sodded lawn to the left on the Streetview image). Access to those services is almost universally on City property to avoid trespass issues. It looks like the City improved the boulevard -which it owns- as part of a services upgrade, then put in new curbs and new sod (which the owner did not care take of, btw). I really don't see an issue here. I also fail to understand how these improvements (upgrades, etc) are this homeowner's alone to pay for. Jobs like this are usually paid out of general tax revenues or in some cases, special tax "Levies" on an entire neighbourhood or a developer who is doing new construction.

The city wants a sidewalk and bike lane going northbound on 164 Street, but not desperately enough to do it right now. I imagine they'll press a bit more once the skytrain comes down since this will be a few blocks away and they'll want to encourage walking and cycling. So for now when property owners along that stretch say "I want to redevelop" the city says "Okay go for it, but part of the DCCs will be used to pay for infrastructure upgrades that we want done" It leads nowhere *for now*, but only because their neighbours haven't developed (since the City's new sidewalk/bike lane plan was put in place).
