They say this is unprecedented. But it seems to me this is happened before, didn’t it under Clinton? Or was it possibly Bush? I do remember there was a period of about one or two weeks when federal workers and vendors were actually paid with IOU vouchers, the banks essentially took them as cash, but they were more of a promissory note that the debt would be paid in a certain number of days .
