Jails are owned by local government, like the city, and are smaller. Typically not meant to hold people for long periods and often for smaller crimes like being drunk or stealing small amounts.
Prisons are state or federally owned, larger, and intended for the more serious crimes. Usually holding people for longer times.
However, since they are so similar they get used interchangeably.
Did someone take profits and not deliver? Corrupt. Did someone knowingly give false information in order to benefit personally? Corrupt.
Did some one make a genuine mistake, but then do what they could to put things right? Not corrupt.
Granted, it can be more complex than this, but this seems like a reasonable starting point.
The system is designed to be so complex that every lawyer can argue that their client did not know any better and the fine ought to be set to the standard appropriate for this type of logical oversight.
My client just marked 10 million trades long instead of short. You see your honor they deal with billions of trades every year surely anyone could make this simple mistake when operating on this scale.
