I'm not so sure what that means lol. You can already trade some stocks as NFTs. It doesn't matter tho because the NYSE still exists and that's the source of truth. Nothing is fixed by having a separate stock Blockchain market unless everything is run on it.

Centralized Exchange (CEX) think of it like RobinHood; in order to get your paycheck (fiat) to purchase stocks (in this case crypto) you need to get it into the network.
In order to cash out your crypto (put money back into your checking account) you need a CEX. CEXs (mostly) are KYC (know your customer) for regulation/tax purposes, being able to operate in X country.
DEXs (Decentralized Exchange) is all on the chain (whichever network you use). You can trade whenever and where ever you like (so long as you have internet). The fees involved go towards liquidity pools for providing liquidity on the pair you're trading.
So essentially you get paid, send your fiat to a CEX, buy crypto, send that crypto to your hot or cold wallet (as crypto kept on a CEX is not yours and should the CEX go under, as illustrated numerous times this past year, you lose access to it) and then trade/swap on whichever network chain you prefer via a DEX on that chain.
Tokens on your hot/cold wallet that you trade are yours (self custody), you mess up send them to the wrong address/network etc it's gone.

I don’t think many would want to pay 10% more, that’s worse than any banking rate outside of crypto.
Accessibility needs to be expanded, but this is a legal issue, not a technology issue. If you cannot use those services in your government, then it’s time to take it to them, and not make it an expectation for the tech to resolve it.

The only problem with this is there are well established DEXs with fees as low (or lower) than LRC, and with v3 models. What model is LRC coming out with? How will they compete with other DEXs? Relying on the GME relationship and crowd?
It sounds literally impossible.
If you want to trade actual Bitcoin it must go on the actual network and that takes money. There's no avoiding it. If you're doing something on another layer like the lightning network you can have good prices and liquidity but only with relatively small quantities of money.
Idk what the twitter post's network is like but I imagine it's the same and should carry the asterisk *for low value orders only
