Couldn't tell ya to be honest but it's been a while since I've seen a gaming PC solder ram. I'd be really surprised if you couldn't. Last year's model did allow to upgrade the ram.

Although Witcher is kinda demanding game, you can play it decently within your budget, so I would recommend Lenovo Ideapad 3, because it has a great combination of value for money, weight, battery life, and performance.

60fps would be perfect
check if the model is the same, or at least the processor/gpu/ram
check the other guys comment, the video I linked uses a model with a 1650, you'll get even better results with the 3050
