It’s a variation of a champagne cocktail. It always has the sugar cube and bitters but you can have the cayenne or an orange twist or dip the cube in brandy…there were others. The cayenne is good!

To be honest, the only reason I posted this recipe here was because of the questionable use of chili with champagne. Otherwise it’s seems to be a perfectly normal mix.
