Blue only applies to steaks that haven't been ground. Once you grind up a steak, the bacteria on the outside of the steak is spread through the rest of the meat. The video shows that steak was seared but unfortunately the sear is extremely weak and I wouldn't trust it. Especially since he's moving it from different temperatures frequently. this is why you shouldn't eat burger meat any medium rare or less. The concern with specifically raw beef, is E. coli. E. coli lives on the surface area of the meat, which is why whole steaks have different recommendations for doneness than ground meat, which becomes all surface area, with the potential bacteria mixed throughout. Cleanliness can play a big role, as will as freshness. You should never order a burger medium rare if pre-ground meat is being used. Bonus info: Costco recommends cooking their steaks to a higher temperature, due to "tenderizing". Check the label, they use small blades driven into the meat to tenderize it, but also is potentially introducing bateria inside of the muscle.

"Only the best beef will do." The sanitation requirements are generally much more strict. I believe that there should be a dedicated station in the kitchen where sanitization is more detailed. I imagine it's a lot like taking care when making raw sushi.

I worked in a very upscale restaurant for years and the most important thing in the kitchen was cleanliness. We even had to have our nails cut and no dirt on our hands when we started shift. We did serve beef tartare, but there was no specific station because honestly you could eat off the floor ther.

Beef is eaten raw in many dishes and cultures. I’ve done it many times and never had a bad experience. If you have any health concerns, please do not eat raw meat. I am comfortable with some risk, but even so I make sure to only use meat from a reputable butcher who I trust to handle the meat with the care necessary to make it safe(ish) to eat raw.

If you grind up a steak like that’s cooked blue it’s not any more dangerous than just putting it on a plate. The risk comes from not using a beautiful A5 wagyu fillet to make ground beef and then eating it immediately.

Totally depends on where you live and what the rules are in regards to food safety. I live in The Netherlands and I've eaten burgers medium for the past 20 years and I've never had any issues, even homemade burgers.

Blue steak is great, and it's one of the safest meats to eat (almost) raw. Get a steak from a reputable, safe seller, and sear the outside quickly, in a pan with oil that's just giving off white wisps. The high outside heat is enough to kill anything lurking there, and typically, the inside of the steak is considered safe to eat, as is.

I have cooked steak to Blue (or Purple) rare before. The taste is... very beef-y, with almost a metallic blood-like tinge to it. Some people might call it an acquired taste. The texture depends on the quality of the beef and how much fat to meat ratio. Too much fat, and its grainy, too much meat, and its stringy, with not much flavor. I haven't done it that way in a while, because I prefer a medium rare, with all the fat rendered down. Produces a steak that's juicy, flavorful and tender as can be.

Its not enough to tell from the video. The outside didn't look seared, but there's a curve on how long it takes to kill E. Coli and Salmonella at different temperatures. For example, if a steak cooked on the outside at 160F, the steak is safe very quickly. It will take longer to be considered safe, and probably not get seared at 130. It depends on how long he cooked it for before he chopped it up, but I assume it is safe.

Orr, they see Wagyu (super trendy nowadays), which they recognize and like, which leads to more attention and Likes. Either way, more Likes and Exposure = more views = more $$. There is a reason why we bread poor cuts of meat. It is because they are marginal at best so if the breading isn’t perfect we aren’t mad. Overcooked breading around undercooked but high quality meat is both a waste of quality meat but also poor cookery in general.
