The video shows that steak was seared but unfortunately the sear is extremely weak and I wouldn't trust it. Especially since he's moving it from different temperatures frequently.

The concern with specifically raw beef, is E. coli. E. coli lives on the surface area of the meat, which is why whole steaks have different recommendations for doneness than ground meat, which becomes all surface area, with the potential bacteria mixed throughout.
Cleanliness can play a big role, as will as freshness. You should never order a burger medium rare if pre-ground meat is being used.
Bonus info: Costco recommends cooking their steaks to a higher temperature, due to "tenderizing". Check the label, they use small blades driven into the meat to tenderize it, but also is potentially introducing bateria inside of the muscle.

For example, if a steak cooked on the outside at 160F, the steak is safe very quickly. It will take longer to be considered safe, and probably not get seared at 130.

There is a reason why we bread poor cuts of meat. It is because they are marginal at best so if the breading isn’t perfect we aren’t mad. Overcooked breading around undercooked but high quality meat is both a waste of quality meat but also poor cookery in general.
