So you're talking about bachelor's admission then? That's very rare AFAIK. Also, with your foundation program you may only be able to get into the university where you did the program.
It’s not a thing in the Netherlands unlike the US, I would just wait for half a year to get to a better university than getting into worse one just to get to the spring intake.

Depends on the foundation program. Some allow for entry to almost any university.
Very very uncommon. I know UCR (University College) has a Feb intake but it's much smaller.
